Welcome to our highly sought-after North Wilmington neighborhood of Pembrey, consisting of 60 unique custom-built homes on exceptionally large lots nestled among beautiful tree-lined streets and inviting cul-de-sacs. The idyllic, picturesque Community of Pembrey was founded by Lawrence P. Talley (1896-1972). The Talley family was exceptionally prominent in the Brandywine Hundred area North of Wilmington. Delaware. The Talley family descends from William Talley, circa 1686, who was the first settler of Foulk’s Corner. Today, the entire zip code of 19803 is commonly referred to as Talleyville, and the intersection of Foulk Road and Silverside Road was called Talley’s Corner because Talley's relatives had homes on all four corners. The Talley influence on the area that surrounds Pembrey can be clearly seen.


Pembrey is a deed-restricted community. In 1964, Lawrence and his second wife, Esther Talley, transferred their rights to the Pembrey Civic Association to allow them to enforce deed restrictions and covenants. Hence, the Board of Directors of the Pembrey Civic Association is responsible for enforcing its deed restrictions.
